Why Seedance’s Global Launch Is Limited — What We Know

ByteDance released Seedance 2.0 in China on February 12, 2026, and the Motion Picture Association told the company to “immediately cease its infringing activity” the same day. That collision set the pattern for the Seedance global launch: a China-first debut, a reported pause in mid-March, then a country-by-country rollout with new safeguards attached. Seedance 2.5, launched July 31, followed a similar staged path.

This explainer lays out what is documented about the Seedance global launch, from the first cease-and-desist letters to the August 17, 2026 MPA–ByteDance memorandum of understanding, and what remains restricted today. It draws on official statements and dated reporting about this AI video model.

Why the Seedance global launch is limited: the short version

Three things shaped the rollout. First, the copyright dispute with Hollywood, which escalated within eight days of launch and, according to reporting, led ByteDance to halt its mid-March international plans. Second, ByteDance’s response: real-face input blocks, IP filters, invisible watermarking and C2PA credentials, all in place before any release outside China. Third, a structural limit that predates the controversy: BytePlus, the company’s international cloud arm, does not list the United States as a supported market.

It helps to separate consumer access from developer access. CapCut and Dreamina have expanded region by region since late March, reaching the US with Seedance 2.0 on April 7 and with Seedance 2.5 on or about August 6. Developer access is split three ways: Volcengine serves mainland China, BytePlus ModelArk serves roughly 185 countries and regions (counts differ between page snapshots), excluding the US, and third-party hosts such as fal.ai, Replicate and Runway serve developers elsewhere, on their own terms.

Timeline: from a China-only launch to the MPA agreement

February 12: launch in China, and a same-day response from Hollywood

ByteDance announced Seedance 2.0 on February 12, 2026, saying it was fully integrated into the Doubao and Jimeng apps and live in the Volcano Ark experience center. The official Seed blog described a model that accepts text, image, audio and video inputs and produces 15-second multi-shot output with synchronized audio.

The same day, MPA Chairman and CEO Charles Rivkin accused the “Chinese AI service Seedance 2.0” of “unauthorized use of U.S. copyrighted works on a massive scale” and told ByteDance to “immediately cease its infringing activity.” The MPA’s responsible-innovation page records that statement, the later letter and the eventual agreement. Al Jazeera noted at the time that the model was available only in China.

February 13–20: the cease-and-desist letters

Disney sent a cease-and-desist letter the day after launch, calling the model a “virtual smash-and-grab of Disney’s IP” according to TechCrunch, and Paramount followed on the Saturday; SAG-AFTRA said it stood with the studios. On February 16, ByteDance said it had “heard the concerns” and was “taking steps to strengthen current safeguards” against unauthorized use of IP and likeness.

On February 20, the MPA sent a formal letter signed by General Counsel Karyn Temple. Variety quoted its conclusion that “Seedance’s copyright infringement is a feature, not a bug,” noted a February 27 deadline for ByteDance to confirm the steps taken, and reported that six of the seven MPA member studios had by then sent letters of their own.

Mid-March: the international rollout is paused

ByteDance had planned a mid-March release outside China in two parts, per eMarketer: API access through BytePlus for businesses and a consumer app for other markets. TechCrunch first reported the pause on March 15, saying the rollout would wait while the company addressed IP issues; eMarketer’s coverage the next day credited The Information as the original source. IPWatchdog placed the pause on March 14. ByteDance did not publicly confirm the delay, as TechRepublic noted on March 17.

On March 16, US Senators Marsha Blackburn and Peter Welch wrote to ByteDance CEO Liang Rubo demanding the company shut Seedance 2.0 down. ByteDance’s next move was instead a narrower launch with restrictions built in.

Late March: CapCut’s phased rollout with new safeguards

Access outside China resumed through CapCut rather than a standalone app. CapCut’s newsroom post describes a “phased rollout for paid CapCut user[s]” that first brought Dreamina Seedance 2.0 to certain users in Indonesia, the Philippines, Thailand, Vietnam, Malaysia, Brazil and Mexico, with clips of up to 15 seconds in six aspect ratios. TechCrunch covered the launch on March 26.

What changed was the safeguard list. CapCut said it was restricting “the ability to make videos from images or videos that contain real faces” for accounts in the initial rollout, blocking unauthorized IP generation, labeling AI content with visible watermarks, embedding C2PA Content Credentials, and introducing “invisible watermarking” to identify content shared off-platform. CapCut then logged expansions into Africa, South America, the Middle East, Europe and Japan before the end of March.

April: the US, fal.ai and TikTok Symphony

April 7 is the first documented date Seedance 2.0 reached US users inside a ByteDance product. On April 9, fal.ai launched its Seedance 2.0 API with 4- to 15-second clips and reference-to-video inputs. On May 13, TikTok’s Symphony Creative Studio with Dreamina Seedance 2.0 became generally available to logged-in TikTok for Business users, with AI labels and invisible watermarks.

June 23: FORCE conference, Seedance 2.5 and 4K for Seedance 2.0

At Volcano Engine’s FORCE conference on June 23, ByteDance unveiled Seedance 2.5 with native 30-second single-pass generation and up to 50 reference assets. Volcano Engine president Tan Dai said the model was in enterprise beta and would launch in early July, a target that slipped to July 31. The same event announced native 4K for Seedance 2.0; BytePlus’s product updates show 4K reached the 2.0 API in June, after 1080p in April.

The consumer rollout of 4K was itself regional. A CapCut post on TikTok from around the same date listed Dreamina Seedance 2.0 4K for Europe, Canada, Australia, New Zealand, South Korea, Southeast Asia, MENA, Latin America and Africa; the US and Japan were not on it.

July 31 to August 7: Seedance 2.5 launches, again without the US at first

ByteDance’s Seed blog announced Seedance 2.5 on July 31, 2026, rolling out on Jimeng AI and Doubao Pro “with API access coming soon via BytePlus ModelArk.” The same day, CapCut and Dreamina said Seedance 2.5 would “start rolling out in the coming week” for subscriber accounts belonging to people over 16 across Europe, Asia, the Middle East and South America. The companion image model, Dola Seedream 5.0 Pro, was listed for the United States in the same post. Seedance 2.5 was not.

That gap closed within about a week. Dreamina’s X account announced on or about August 6 that Seedance 2.5 was “officially live in the US,” after an August 3 press release had described a “worldwide” launch while cautioning that availability “may vary by market.” On August 7, Volcengine launched the Seedance 2.5 API in China, and CapCut said Seedance 2.5 was on CapCut PC for Pro and Ultra members, without naming countries. August 17: the MPA–ByteDance memorandum of understanding

On August 17, 2026, the MPA and ByteDance announced an MOU establishing “a shared framework to maintain strong guardrails” on generative AI video and image models, covering Seedance and Seedream as offered through TikTok, the TikTok USDS Joint Venture, CapCut and Dreamina. The MPA’s release says the agreement followed the February letter concerning “Seedream 5.0 Lite and Seedance 2.0.”

What the guardrails consist of is not public. The Next Web reported that “neither side has spelled out what those guardrails actually are,” and that ByteDance said newer model versions already carry stronger IP safeguards. The MPA release does not mention watermarking or C2PA.

What remains restricted as of August 2026

BytePlus ModelArk is not offered in the United States

BytePlus’s international availability page, last updated April 21, 2026, lists roughly 185 countries and regions where the Model Service is available. Japan, the UK, Canada, Australia and South Korea are on it; the United States, India, mainland China and Russia are not. BytePlus’s video-model terms are blunter: “The BytePlus Model Services are not available in the United States.”

This is not a consequence of the Hollywood dispute: the prior version of the same page, dated March 9, 2026 and published before the reported pause, also omitted the US. The page also warns that model versions may differ by country because of regional regulation.

US developers therefore use third-party hosts: fal.ai (Seedance 2.0 since April 9; Seedance 2.5 endpoints listed as of August 2026); Replicate; or Runway’s developer API, which added Seedance 2.5 on August 7. Real-face inputs are still blocked

BytePlus’s API reference states that the Seedance 2.5 and 2.0 series “do not support directly uploading reference images or videos that contain real human faces,” and the Seedance 2.5 and 2.0 tutorials repeat the rule for each series. The documented alternatives are face-containing outputs generated under the same account within the past 30 days, preset digital characters, and “authorized real-person assets.” On the consumer side, Dreamina’s X account has told users that uploads with realistic human faces are blocked “due to platform compliance requirements.”

This restriction predates the international rollout, since the February 12 announcement in China already excluded real-person subject references on Doubao. It shapes what is realistic for character and lip-sync work with Seedance.

4K is a Seedance 2.0 feature, and a region-limited one

The resolution ladder is set by the API, not by the apps, and 4K sits on Seedance 2.0 alone. 4K output also uses H.265/HEVC encoding that some players cannot open directly.

In consumer apps the picture is murkier. CapCut’s June announcement of Seedance 2.0 4K omitted the US and Japan, and while CapCut’s Seedance 2.5 feature page ties “4K output” to CapCut Pro and Dreamina advertises “cinematic 4K videos” for 2.5, no official API document lists 4K for Seedance 2.5. Other limits worth knowing

At launch, CapCut said Seedance 2.5 was rolling out to subscriber accounts belonging to people over 16, stricter than the general minimum age of 13 in Dreamina’s terms; CapCut’s feature page later also mentions free daily credits, so check the app. Per Tencent News, Seedance 2.5 in Doubao is open to the Enhanced and Premium tiers of Doubao Pro only. Volcengine Ark’s terms license the service for mainland China and require written permission for commercial use. TikTok said on August 3 that Symphony with Seedance 2.5 was rolling out to “select paid advertiser[s] in select markets.”

What the safeguards actually are

In CapCut and Dreamina, the safeguards are the ones listed above: visible watermarks and AI labels, invisible watermarking, C2PA Content Credentials, real-face blocking and IP filters, backed by prompt blocking, moderation and in-app reporting. Dreamina’s July 31 launch post repeats the list for Seedance 2.5 and adds “direct collaboration with rightsholders.”

On the BytePlus API the mechanics differ. The video API’s watermark parameter defaults to false, so output carries no visible “AI Generated” mark unless the caller opts in. C2PA credentials, by contrast, are embedded by default for the Seedance 2.0, 2.0 Mini and 2.0 Fast outputs listed in BytePlus’s C2PA guide, and the terms prohibit removing them. One practical caveat from BytePlus’s C2PA guide: screenshots, transcoding or compression “may remove or invalidate the Content Credential,” and Content Credentials Verify did not yet display the issuer as trusted when the guide was updated on July 28, 2026.

Honest limitations and caveats

The central claim here, that the mid-March rollout was paused because of the IP dispute, rests on secondary reporting. TechCrunch first reported the pause on March 15, and eMarketer’s coverage the next day credited The Information as the original source; ByteDance has not confirmed a delay. The sequence of events is consistent with that account.

Several dates differ by a day across sources. Al Jazeera dated the MPA’s first statement to February 10, while the MPA’s own release is dated February 12; TechCrunch dated the first CapCut launch to March 26, a day after CapCut’s first expansion note. We use the official date wherever one exists.

Two other gaps are worth flagging. Dreamina’s US announcement for Seedance 2.5 exists only as an X post whose page could not be loaded directly; its August 6 date is inferred from the post ID rather than shown on the page. Launch-day clip length also varies between the Seed blog’s 15 seconds and the 5- or 10-second clips Chinese reporting described. Because the MOU’s guardrails are unpublished, any account of what changed after August 17 would be speculation.

Availability changes quickly and, per BytePlus, is determined at the point of purchase. Nothing here is hands-on testing; it is a reading of official documents and dated reporting as of August 23, 2026. Check the relevant app or console before planning around a specific region or feature.

Six months after a China-only debut, Seedance is reachable in much of the world, but through a patchwork: region-by-region consumer apps, a China-only Volcengine API, an international BytePlus API that excludes the US, and third-party hosts on their own terms. The MPA agreement suggests the legal front has cooled, while the real-face block and 4K limits remain in force as of publication.
